I saw recently that Betteshanger Park has been bought by yet another property company (Quinn Estates) with the promise to complete the unfinished Visitor Centre and ... keep the Country Park open and fully operational:

I assume the strategy hinges on selling it to another property company at the right moment...

I think the key item hers is "Bettleshanger Business Park". Taking on the country park will be a requirement for development of the Business Park. Expect the track to be transfered again once the business park is completed.
