Does a rear wheel disc constitute a fairing, as far as the rules go, or is it allowed. (street class) Cheers.

Wheel discs certainly don't count as fairings for Faired/Part-Faired purposes.
Additionally, Street allows fairings if they're suitable for use on the open road (ie. they don't interfere with starting/stopping or otherwise controlling the cycle), so I'd say wheel discs are fine if they're securely attached and don't make the steering overly susceptible to wind.
