Picture taken yesteday (May 4th) on the way to the French side of the Basel Airport, in St Louis, France. The thing appeared to have a motor, too, but I may be wrong. The light was flickering as if due to a poor connection or power fluctuations.

Pretty sure it is a Go One Evolution or "Evo", quite an old design.

The link is to a go-one Evo R (race), the one you put a photo up is of the Evo.
You can see the difference (If you can access the photo).
